The philosophy of Eurocode 7's Design Approach 2 is to check the foundation's reliability by applying partial factors to actions or action effects and to resistance simultaneously, while ground strengths are left unfactored.

This is achieved by employing partial factors from Sets A1, M1, and R2, as illustrated in Figure 6.13. The crosses indicate that partial factors in Set M1 are all 1.0 and hence ground strengths are unfactored. The cross against Aa indicates that tolerances are not normally applied to nominal dimensions.

(If Design Approach 2 is used in slope stability analyses, then the factors from Set A1 must be applied to action effects and not to actions - see Chapter 10 for a full discussion of this point.)
